The founder of Iraqi Academic Scientific Journals IASJ.net. Now, he is the Head of the Pioneer Projects Department in the same Ministry. He runs Iraq Virtual Science Library IVSL.org, through IVSL all Iraqi Researchers in the Iraq universities get access the leading global publishers. Also, Yousif is a part of a lot of Ministerial Committees regarding the research and IT projects in Iraq. محمد عيسى يعمل في مجالات عديدة منها البرمجة والشبكات والاتصالات 
لديه خبرة طويلة في مجال البرمجة وفي مجال الشبكات الاتصالات 2G - 3G - 4G كذلك خبير تقني مع ال UNDP . 
عمل في شركات عدة منها كورك و نوكيا سيمنس و مع UNDP و شركة Tishknet للاتصالات 4G صاحب مبادرة code for IRAQ
Mohammed Essa 
Working in Programming, networking and telecommunication fields ,working as a technical specialist with the UNDP and some of the international specialist , he has an experience with 3G,4G and 2G telecommunications , worked in many company such as Tishknet , Nokia siemens and the founder of Code for Iraq initiative.
